RegelWerk will draw on various data sources and combine them.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Admission and examination rules<\/h3>\n\n\n\n<p>One initial data source is information from the Foundation for University Admissions. On behalf of the federal states, this foundation centrally allocates study places for the nationally restricted degree programs in human medicine, veterinary medicine, dentistry, and pharmacy. It also coordinates the allocation of over 1,700 locally restricted and unrestricted degree programs at 160 university locations on behalf of the universities. A second source of information is the examination regulations, which are evaluated using machine learning-based text analysis. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Student surveys<\/h3>\n\n\n\n<p>Thirdly, information on the rules governing studies is collected through a survey of the departments. The data on admission and study rules is processed and linked to other data sources on the various phases of study for analysis. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Mapping differences between the German states<\/h3>\n\n\n\n<p>Universities in Germany are only restricted by the few regulations of the state higher education laws and by degree programs with state examinations. However, universities in different federal states do vary in their degree of autonomy (M\u00f6ller, 2022). This leads to considerable, but as yet unsystematically mapped, variance in admission, counseling, and examination rules between and within federal states.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Welche Daten analysieren wir?<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Verschiedene Datenquellen<\/h3>\n\n\n\n<p>Zur empirischen Beantwortung dieser Fragestellungen sind Daten zu den Auswahlverfahren und den Beratungs- und Pr\u00fcfungsregeln im Studium auf Ebene der Hochschulen und der Studieng\u00e4nge sowie Individualdaten auf Ebene der Bewerber*innen\/Studierenden erforderlich. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Zulassungsordnungen und Pr\u00fcfungsordnungen<\/h3>\n\n\n\n<p>RegelWerk wird auf unterschiedliche Datenquellen zur\u00fcckgreifen und diese miteinander verbinden. Eine erste Datenquelle sind Informationen der Stiftung f\u00fcr Hochschulzulassung. Im Auftrag der Bundesl\u00e4nder werden hier zentral die Studienpl\u00e4tze f\u00fcr die bundesweit zulassungsbeschr\u00e4nkten Studieng\u00e4nge Humanmedizin, Tiermedizin, Zahnmedizin und Pharmazie vergeben. Au\u00dferdem wird im Auftrag der Hochschulen auch die Vergabe von \u00fcber 1.700 \u00f6rtlich zulassungsbeschr\u00e4nkten sowie zulassungsfreien Studieng\u00e4ngen an 160 Hochschul-Standorten koordiniert. Eine zweite Informationsquelle sind die Pr\u00fcfungsordnungen, die durch auf maschinellem Lernen basierenden Textanalysen ausgewertet werden. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Surveys mit Studierenden und Fachbereichen<\/h3>\n\n\n\n<p>Drittens werden Informationen zu den Regeln im Studium durch einen Survey an den Fachbereichen erfasst. Die Daten zu Zulassungs- und Studienregeln werden aufbereitet und f\u00fcr die Analysen mit anderen Datenquellen zu den verschiedenen Phasen des Studiums verkn\u00fcpft. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Kartografierung der Unterschiede zwischen Bundesl\u00e4ndern<\/h3>\n\n\n\n<p>Eingeschr\u00e4nkt sind Hochschulen in Deutschland durch die Regelungen der Landeshochschulgesetze sowie bei Studieng\u00e4ngen mit Staatsexamina. Zwischen den Bundesl\u00e4ndern zeichnen sich die Hochschulen aber durchaus durch einen unterschiedlichen Grad an Autonomie aus (M\u00f6ller, 2022). Das f\u00fchrt zu einer erheblichen, aber bislang nicht systematisch kartografierten Varianz der Zulassungs- Beratungs- und Pr\u00fcfungsregeln zwischen und innerhalb der Bundesl\u00e4nder.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>What data do we analyse?
